Carl O. Dickerson, shown here in his fraternal regalia, was a former steel mill worker. He was installed as grand secretary by Hobson R. Reynolds and won re-election in 1972. The Improved Benevolent and Protective Order of Elks of the World is an African American fraternal organization established in 1897 and based on the Benevolent and Protective Order of Elks.
